The Disaster Reduction Learning Center (DRLC) was established in 2007 by JICA and Hyogo Prefecture, following the 2005 Hyogo Framework for Action (HFA) from the 2nd UN World Conference on Disaster Reduction in Kobe.
HFA highlighted the need to strengthen disaster response capacities in developing countries, and DRLC addresses this by fostering international disaster risk reduction expertise, drawing on Japan’s experiences and lessons.
DRLC’s programs incorporate principles from the Sendai Framework for Disaster Risk Reduction (SFDRR) adopted at the 3rd UN World Conference on Disaster Risk Reduction in 2015, focusing on pre-disaster investment and risk reduction. Through training in disaster reduction, DRLC also contributes to achieving the SDGs.
Additionally, JICA Kansai utilizes its first floor as the "JICA Kansai Global Plaza," with a public relations room, resource center, and cafeteria, to share information on international cooperation and the SDGs.
