The Hyogo Emergency Medical Center was established in August 2003 because of lessons learned from the Great Hanshin-Awaji Earthquake of 1995. As the "command center during disasters," the facility serves as an information hub during emergencies.

In collaboration with the adjacent Kobe Red Cross Hospital as a support hospital, the center provides advanced emergency care services while actively contributing to disaster preparedness through medical care, training, and policy support.

It operates as Hyogo Prefecture's disaster medical headquarters, staffed 24/7 by dedicated personnel ready to respond swiftly to earthquakes, typhoons, floods, and incidents like train derailments.

The center also serves as a training and development site for DMAT (Disaster Medical Assistance Teams), preparing medical teams to be promptly deployed to affected areas across Japan.

Although the public cannot access the facility, it remains a vital, one-of-a-kind institution within Japan’s disaster medical infrastructure.
